The Children Behind the Numbers

Chapter 11 - The Children Behind the Numbers
The North River investigation identified eighty-seven children with duplicated or altered files.
Some had received unnecessary evaluations.
Others were denied care because their insurance histories showed treatments they never received.
Several had been moved under guardianships approved through false clinic reports.
The state created an independent review team.
Anna insisted on one rule.
No child would be moved simply because paperwork changed.
Each child received an advocate.
Families were heard.
Stable relationships were protected whenever safe.
One boy named Caleb had lived with a foster mother for four years under an invalid order. She believed the placement was legal and cared for him well.
Correcting the fraud did not mean removing him overnight.
The court restored contact with his biological aunt while preserving his home during review.
Ethan watched the process.
He had once thought legal truth produced simple answers.
Now he understood that institutions could repair records while still harming people if they treated corrections as more important than lives.
Lucas’s name was removed from every false claim.
The recovered insurance money entered a patient restitution fund.
Maya became director of record-integrity nursing.
She kept the blue hat inside a sealed evidence bag only until the trial.
Afterward, it would belong to Lucas again.
