Emma’s Trust

Chapter 16 - Emma’s Trust
The court approved Emma’s proposal.
Most of her recovered shares entered the Reed-Blackwood Education Trust, governed by teachers, former foster youth, accountants, and community representatives.
Emma received a protected personal fund for education, housing, and healthcare.
She did not control the larger trust.
Neither did Adrian or Lillian.
The first program audited children missing from school while listed in private residential placements.
Hundreds were found doing unpaid work, caring for adults, or living at addresses different from official records.
The trust funded advocates to visit children without warning the institutions first.
Emma joined meetings only when she wished.
At twelve, she proposed one rule:
“Ask the child where they sleep.”
Adults often inspected classrooms, kitchens, and paperwork.

They rarely asked to see the actual room.
The rule exposed more false reports than any financial software.
